#3636 · Instruction delivery after ACP resume
Verdict: PARTIALLY REPRODUCED · Root-cause confidence: high for ACP retransmission and workspace ancestry; native provider context effects remain unverified.
1. TL;DR
The ACP bridge sends the same instruction block again after successfully loading an existing provider session. A focused test proves that ordinary consecutive prompts do not repeat the block, while stop/resume with the same provider session ID does. A second test confirms that personal workspaces inherit a Git root and synthetic AGENTS.md in the surrounding data directory. These tests exercise BB code with a repository fake ACP agent and an isolated filesystem; they do not measure actual model context, native CLI loading, compaction, or token costs.

3. Environment
Trusted get-bb/bb main at the full commit above; public repository. Darwin arm64, Node v22.22.3, repository-pinned pnpm 9.15.0. Two separate temporary clones, named base and verify, with fresh test-created temporary workspaces. No BB server, HTTP port, production data directory, native provider or model request was used. The existing fake-acp-agent.mjs subprocess is from the trusted commit.
Frozen installation and the full Turbo build succeeded in both checkouts (56/56 build tasks). The machine's default pnpm launcher was broken; a scratch-local Corepack shim selected the repository-pinned version. No dependency or lockfile was changed.
4. Minimal reproduction
- Clone the trusted repository at the recorded commit and install/build it.
- Apply the embedded test-only patch, which adds one bridge test and one workspace test using existing test helpers.
- Run the two focused commands. The ACP command should exit 1 at the assertion comparing the resumed prompt to “third”; the workspace command should exit 0, confirming the ancestor conditions.
- Repeat in a second fresh clone at the same commit; use
--forceso Turbo actually executes the tests again.

Expected and actual ACP result

The test verifies the initial prompt includes the marker, the second prompt does not, and successful resume returns the original session ID before testing the third prompt. Failure is therefore an observed resend, not a startup failure.

5. Root cause
Session construction always assigns pendingInstructions: params.instructions. Successful session/load restores the original session ID without clearing that field. Prompt construction consumes the field once per bridge session and prepends a text block. The delivery lifetime is the in-memory bridge session, which is shorter than a restorable provider conversation. A failed load takes the fresh-session fallback, where sending instructions is necessary.

The server reads global AGENTS.md and adds it to the instruction bundle. Thus a global file included there is subject to the same bridge resend mechanism tested with the small marker.
Separately, plugin data directory construction nests host data below the daemon data directory. The workspace resolver appends workspaces and the path key, and the host handler only creates the directory. It establishes no new Git root. Native instruction discovery can therefore encounter the ancestor file if its loader searches those ancestors; that provider-specific step was not executed here.
6. Proposed fix and simple-fix assessment
Define instruction delivery/version semantics per provider conversation, including an unprompted session resumed before its first delivery, changed instruction bundles, forks, compaction, and failed-load fallback. Then deduplicate unchanged instructions while ensuring initial and updated instructions still reach the agent. Merely dropping instructions on every successful load can omit the first delivery or silently ignore updates. Persisted delivery state or a provider-supported replaceable instruction channel would require design beyond the simple-fix allowance.
For personal workspaces, choose an explicit workspace-location/boundary policy and account for existing owned workspace paths and removal behavior. Moving paths or introducing repository boundaries changes user-visible workspace semantics. The combined fix spans provider lifecycle and environment placement. No production patch or pull request was created: the required instruction-lifetime and workspace-placement decisions fail the rule's no-product/architecture-decision condition. No linked open PR was found in issue timeline metadata or the open-PR search.
7. Verification
The same investigator created a second clean clone at ae028912f1bcebd950e256abfb6079d371c98d8e, verified its initial clean checkout, installed dependencies with the frozen lockfile, and applied only the authored test patch. Both full builds succeeded. Both focused tests were executed again with Turbo --force: the ACP test failed with the identical injected marker and the workspace test passed. Test helpers allocated fresh temporary filesystem roots and cleaned them afterward. No listening services were started.
A first workspace-test attempt compared macOS /tmp and /private/tmp paths lexically. The harness was corrected to normalize both with realpath before comparison; both reported workspace runs use that correction. The report makes no native loader or token-retention claim from these tests.
8. Related issues
A repository search for ACP instruction reports did not identify a matching prior issue among the returned results. Issue #3636 had no comments and no linked open pull request at review time.
